Testing and certification

  • On a CPC (children's products): certification must be based on testing by a CPSC-accepted third-party laboratory; in the Registry CSV that lab is entered as Lab Type ITL with its CPSC lab ID.

Whichever certificate you issue must contain all seven elements of 16 CFR 1110.11: product ID, each applicable rule (including this one), certifier, records custodian, date and place of manufacture, date and place of testing, and the attestation. See CPC guidance / GCC guidance.

How to enter code 1225

  • Product Registry CSV (CSV Guide V3): put it in the Lab N Citation Codes column of the lab that tested it; separate several codes with a semicolon, e.g. 1225; 1303. Do not add commas.
  • Product Registry web form: pick 1225 from the citation drop-down.
  • Full PGA Message Set: your broker sends it in a PG60 record (one PG60 per citation).

Deadlines

  • July 8, 2026: eFiling mandatory for imported regulated products (formal and informal entries); new certificate content rules (16 CFR 1110.11) apply to domestic and imported products.
  • January 8, 2027: products entered for consumption or warehousing from a Foreign Trade Zone.
  • January 20, 2027: international mail shipments filed under CBP's new Entry Type 13.
  • There is no de minimis exemption for eFiling. Sources: Final Rule (90 FR 1800), CPSC mail guidance (Oct 2026).

Each durable infant or toddler product type has its own mandatory standard, so a crib, stroller or high chair is certified to its specific part number on a Children's Product Certificate. These products are children's products, so third-party testing by a CPSC-accepted laboratory is required.
